Rule :- Laabha-esae bhagya-rasisthe, Bhagya-esae Kendra samyuthe, sahatha uposhako nityam, dhanavaan adhipa prabhuhu = A person shall be a king / ruler and very rich and gives livelihood (food, clothing and shelter) to thousands of persons, (1) if the lord of 11th house (gains) is in 9th house (Bhagyam, luck, fortune and wealth) and (2) if the lord of 9th house is in a Kendra (Sri Narayana sthanam) well disposed. In this natal chart, (1) Jupiter is the lord of Pisces, the 11th house (gains); he stays in 9th house (Bhagya; luck, fortune and wealth), Jupiter has Neecha-bhanga-raja-yoga; waxing the strong Moon is in Cancer (his own house), in 3rd house and is in 7th house from Jupiter (Cancer is the house of exaltation for Jupiter) and aspects Jupiter. (2) Saturn is the lord of Capricorn, the 9th house (Bhagya; luck, fortune and wealth) and also of Aquarius, the 10th house (Rajya; profession; business). Sani is yoga-kaaraka for birth lagna Taurus. Sani is the lord of 9th and 10th houses. Sani causes many Raja-yogas like Dharma-karma adhpa sama-yoga; Simhasana yoga. He is in birth lagna (both kendram and konam; Sri Lakshmi Narayana sthanam) and is well disposed. Jupiter aspects (5th drushti) both birth lagna and Sani therein. (3) Venus is the lord of birth lagna (Taurus). He is in 10th house (profession; power) causing Simhasana yoga.
